This error message means that your Enterprise account is past due with Ariba. This past due status will prevent users from being able to select the Create Invoice or Create SES boxes (the buttons will be greyed out).
From Account Settings, select Service Subscriptions or go to your Tasks on the home screen.
From the My Subscriptions page, click Open Bills. There will be a balance to pay for the Enterprise subscription service.
Once your account is up to date, please allow a few days for Ariba to unlock your account.
